Deliveries, permissions & working hours

A successful access plan follows the journey from the street to the surface. Separate the vehicle’s route, unloading position, carrying distance, equipment footprint and the hours in which the work can happen.

Use the street controls, not a map pin

The joint Covent Garden traffic scheme restricts vehicle movements and includes pedestrian and cycle zones with controlled loading. A convenient-looking approach may therefore be unavailable at the intended time. Check the current signs and council information for the delivery route and unloading point. Record who receives the materials and how they reach the correct entrance once the vehicle has stopped lawfully.

Choose the parking process for that address

Westminster offers parking-bay suspensions for qualifying building works and asks for ten working days’ notice. Camden asks for suspension bookings at least seventeen days ahead and distinguishes a suspension from a trade permit for ordinary trades parking. Check the current service rules, vehicle and exact bay before applying. Neither an application nor proximity to the property should be treated as a guaranteed parking space.

Arrange scaffold and skip permission separately

For equipment occupying the highway, use Westminster’s temporary-structure process or Camden’s building-licence process as appropriate. A skip on the street also requires the relevant council’s skip permission. Camden requires the skip company to apply and a suspension where it occupies a parking space. Identify the applicant and the required footprint before ordering equipment; a suspended van bay does not settle every other highway requirement.

Understand Westminster’s published hours

Westminster’s standard construction hours are 8am–6pm Monday to Friday and 8am–1pm Saturday. Sunday and bank holidays fall outside those hours. The council provides an out-of-hours approval route and directs longer runs of evening or night construction work to Section 61 prior consent. Describe the actual activities and proposed times when checking the requirements; a business closing at night does not itself authorise overnight work.

Check Camden’s position and the building’s rules

Camden permits noisy building works without additional authorisation from 8am–6pm on weekdays and 8am–1pm on Saturdays; outside those periods, including Sundays and bank holidays, authorisation is required. Its page explains the prior-consent process. For either borough, also obtain the property’s working rules and any relevant planning conditions. Discuss quieter tasks separately rather than assuming all stages of preparation can move into an evening shift.

Include the vehicle’s London charging checks

TfL operates the Congestion Charge during specified weekday and weekend hours, while ULEZ operates throughout the day except Christmas Day. Check the route, travel date and vehicle using TfL’s current tools, including any applicable exemption or discount. These checks concern road-user charges; they do not replace parking permission, loading restrictions or the arrangements for equipment outside the building.

Where materials wait after the vehicle has stopped lawfully

A bay suspension or a lawful loading stop is only the street half of the delivery. Camden and Westminster made the Covent Garden traffic restrictions permanent, with timed controls and pedestrian and cycle zones, while essential servicing access was retained. Current signs still govern the particular street. Once the vehicle has stopped where it is allowed to stop, name the person who receives the load and the door it must reach. Measure the walk from that kerb to the entrance, including any stair, court or passage through another occupier. Agree a holding place inside the demise. A common hall, a café lobby and a residential landing are not stores. For a job that runs several days, plan smaller consignments rather than a single drop that then sits in the way. Empty tins and waste leave by the same considered route. Floor protection on that route is renewed when it rucks. The building’s own rules on hours, lifts and contractor access sit beside the council’s highway permissions. Neither one answers the other. Write both into the access note before the first morning, and name a contact who can open the door.

Naming the noisy tasks when the hours are the real question

A request to work outside ordinary hours should describe the activity, because sanding, cutting and rubbing down are not the same as applying a finish by brush. Westminster’s out-of-hours route covers work beyond its standard construction day, and it points longer runs of evening or night construction toward Section 61 prior consent. Camden requires authorisation for noisy building work outside its permitted weekday and Saturday periods, including Sundays and bank holidays, and it describes a prior-consent process. A single early delivery is a different request from three consecutive evenings of machine preparation. Say which days, which tasks and which rooms. Quieter coating, if it is genuinely quiet, can be discussed separately, but it is not automatically exempt, and a business that has closed for the night does not by itself authorise the shift. Neighbouring homes, including flats over the premises, belong in the same note. The building manager’s rules and any planning condition are further constraints. Bring the request at the start of the enquiry. An agreed programme is what later confirms the hours. The enquiry itself does not reserve a crew for an evening.
